As by the photo above, that’s Tanzania’s esteemed president (or ‘presidaa‘ as others call him). Judging by the colour of his get’-up, he was probably going to make a campaign speech for his party, but before that he seems to have made the rounds whilst appreciating the crowd, as indicated by his enthusiatic waving.
